feat: 添加PHPMailer依赖并实现邮箱验证功能

- 添加PHPMailer依赖用于发送验证邮件
- 实现开发者邮箱验证功能
- 添加SMTP邮件配置到config.php
- 创建邮箱验证模板文件
- 修改上传应用逻辑要求验证邮箱
- 移除不再使用的SQL文件
